My guess on this is that "Bilbo", like "Frodo" and a lot of other Hobbit first names is just two nonsense syllables strung together, and not a contraction of a longer meaningful name, as is "Pippin" for "Peregrine", the latter meaning "wanderer".

However, "Baggins" is an obvious contraction of "Bag End", the name of Bilbo's residence which is based on two meaningful words that are easily translated into any language.
